The U.S. State Department reportedly plans to use artificial intelligence (AI) to monitor the social media accounts of approximately 100,000 foreign students in the U.S. The purpose of the AI-driven initiative, called “Catch and Revoke,” is to identify and potentially revoke visas from individuals perceived as supporters of Hamas, a designated terrorist organization responsible for the October 7, 2023 attacks on Israel. This initiative follows President Trump’s executive order aiming to combat antisemitism and target pro-Palestinian protests linked to perceived terrorist support.

Civil liberties advocates have raised serious concerns, arguing that this policy might infringe upon constitutionally protected free speech and privacy rights, due to AIโ€™s inability to accurately interpret nuanced political expressions.

The central legal issue is whether using AI to revoke student visas based on perceived political speech or associations violates the First Amendment, which guarantees freedom of speech, assembly, and association.
